SERU stands for Safety, Equality and Regulatory Understanding. It is a computer-based test all London PHV/PCO drivers must pass, covering 37 questions: 18 multiple-choice, 17 sentence-completion and 2 short-passage comprehension questions.
The assessment is taken at a TfL-approved test centre. You will be notified of your appointment once your PHV application has been processed.
Yes — the assessment is open book, and you will be given a copy of the TfL PHV Driver's Handbook at the test centre. However, knowing the material well in advance saves valuable time during the test.
